Banks usually use ChexSystems to make bank account decisions.  If the bank will not explain the reason why you were denied (ie. balance owed to bank, fraud, identity theft, etc.) you can order a report that may show why you were denied a new account at http://bit.ly/1EkVSMh
 
Try a small, local, community bank if major banks continue to refuse.
